Modernizing Motorcycle Driving Licensing System in Bangladesh Aligning with International Standards

Motorcycle usage in Bangladesh has dramatically increased over last few decades. It’s due to the affordability, traffic congestion, and the slow increment of public transports in consideration of rapid population growth. Moreover, motorcycling culture is now has been developed in a level in Bangladesh, that’s why the number of motorcyclists is increasing day by day.
However, despite this growth of motorcyclists, the motorcycle driving licensing system in Bangladesh has not modernized and the system is far beyond the international licensing procedure and standards. Therefore, motorcycle driving licensing system in Bangladesh needs modernize adopting international standards, and here comes our today’s discussion.


Motorcycle Driving Licensing System in International Standards
In many developed and under-developed countries, motorcycle driving licensing is seriously treated as a structured skill-development process rather a one-time formality. Generally, there motorcycle licenses are not issued in a single category, rather divided into multiple categories which based on engine capacity and rider experience. It literally works fruitfully to develop riders’ expertise level, motorcyclists’ consciousness, and improves road safety.
Globally, it acknowledged that riding a 100–125cc commuter motorcycle is quite different from handling a bigger-capacity motorcycle. So, they follow tiered licensing systems divided into multiple categories based on motorcycle engine capacity and rider’s riding experience level.
There, the new riders must start with lower-capacity motorcycles and gradually progress to higher segments upon gaining expertise and certain period and level of riding experience. Therefore, in developed countries they maintain the categories for motorcycle driving licensing like light, medium, and unrestricted motorcycles.


Modernizing Motorcycle Driving Licensing System in Bangladesh
In Bangladesh, the motorcycle driving licensing system is still remaining in older conventional form, therefore, the licensing system should be redesigned in line with international best practices. In Bangladesh the licensing authority should adopt a similar or a type of improvised system that followed internationally.
Our motorcycle riders also should start riding on low-capacity motorcycles and then progress to higher categories only after gaining experience and demonstrating their competence in proper authority designed arrangement. Another significant key feature of modern licensing systems is getting the mandatory and expert-structured driving training while a rider places a license application and before attend the practical license test.
In many countries, the motorcycle driving license applicants needs to complete certain certified theoretical and practical training programs from approved riding training schools. These trainings teach for standard traffic regulations, road signs, hazardous situation perception, defensive riding techniques, and the importance of protective gear usage, etc. The practical training part focuses on bike balance, control, maneuvers, cornering, efficient braking and emergency braking.
Therefore, In Bangladesh it also essential to introduce compulsory training session before the issue of driving license for motorcyclists. The training section should seriously put the focus on learning how to ride safely in real-world conditions rather “passing the test” only. It will help to ensure that riders gain sufficient experience before getting standard driving license and moving forward for more powerful motorcycles and next level of driving license.
However, here the global practice is motorcycle driving license applicants move step-by-step to get their license to next level instead of receiving full privileged license in first attempt. Therefore, the new riders are issued only a learner or provisional license with certain restrictions, like the limits on engine capacity, passenger carrying, expressway riding or other.
After completing the certain probation period without serious traffic regulation violations and gaining sufficient riding experience, the license applicant can try for the next level license. Meanwhile, this gradual process literally helps to reduce the risk of accidents caused by lack of skill or overconfidence and encourages novice riders developing responsible riding behavior from the very beginning.
However, license renewal and continuous evaluation are also important components of modern driving licensing systems. Many countries have the system of the renewal of driving licenses after certain period or years, and sometimes with minimal refresher courses or basic reassessments. It of course helps to ensure that older riders remain updated on current traffic laws and safety practices.
So, these are the basic formation of motorcycle driving licensing system that globally practiced and in Bangladesh we also can follow such procedure and licensing category. Besides, digital application processes, effective testing procedures, and strict monitoring of trainings are also essential for modernization. Thus, it will bring significant benefits in terms of road safety, rider skill development, and credible motorcycling culture in Bangladesh.
